Nope! His hands looked cupped because he is about to clap, and the head of the person behind him just so happened to fit perfectly between his face, mid clap!

This is an optical illusion. It is a picture of a picture. The photo is being held at an angle, so the top is closer to the camera, making the person's head and hands look out of proportion.
